IP Addresses in CPANEL

When I create an account/s in WHM I saw a selection of IP:

Ip Address (only for new ip-based accounts)
64.191.17.38
64.191.17.39
64.191.17.40
64.191.17.41
64.191.17.42
64.191.17.43
64.191.17.44
64.191.17.45
64.191.17.46

How to use this different IP? Are these IP's are in different server location?

Is these in separate server location also?
putty.dnschamber.com
nyc.dnschamber.com

How to add a dedicated IP?

Putty.dnschamber.com was the old hostname. We changed it to nyc.dnschamber.com
